CAP makes the person who creates a task its owner and the only one who can approve, deny or send back any part of it.
The agent breaks the task into a plan, plan tasks and actions, and each action declares the tools it will use. A verifier sub-agent checks the work against the plan, but cannot approve it.
Every ruling is anchored and bound to the key that signed it. A denied step sends the agent back, and the previous version stays on the chain.
